Not Exact Spawn Rate
“the spawn rate is based on the frequency of webpage visits and also a timer that determines the intervals between interctions with roaming monster” - @sweezy
So Basically its not just a timer! at the max players might be able to catch 5 monsters a day

although the time and other stuff is not confirmed
